These measures are perhaps the most important parts of the community safety package.  These are longer-term intervention programs aimed at stopping the cycle of young people offending.

Investment in community-based programs.  More funds to be invested in community-based initiatives that target at-risk youth by providing learning support, mentoring, drug and alcohol support, and recreational activities that divert young people from offending.  For example, $1.5M will go into the Cairns Midnight Basketball program to divert young people away from offending and link them into other programs to help them out.

Expansion of intensive case management.  This initiative targets chronic young offenders aged 13 to 17, and their families, to help break the cycle of crime.  Intensive case management is already happening in Cairns and Townsville and will be extended to Brisbane, Moreton Bay, Gold Coast, Toowoomba, Rockhampton and Ipswich.

Expansion of co-responder teams.  More dedicated teams of Police, youth justice workers, child protection officers and community service providers will be on the streets of local communities.  These teams will work with young people in the community at risk of offending.  They will also do bail conditions checks, and have already done 40,000 contacts with young people.

On Country programs.  There will be further investment in On Country programs, which feature culture-based rehabilitation for young First Nations people, including supervision by country Elders.
